However, its goal is to protect system files, not user data. System Restore uses shadow copies to fulfill its goal. Next, System Restore and shadow copies are not the same things. So, it looks for changes in sectors/clusters. The process works like a differential backup at the hard drive level. There are tons of articles explaining this, but in a nutshell they are not backups/copies of files. This answer assumes that shadow copies / restores are already configured and running, but you are unable to see anything in the "previous versions" tab of a file's properties.
